Should i tell professor about student that is cheating on midterms? Im bothered by this!?

So we had a very big midterm for a chemistry in college, and i studied my off and student who i hate came and took out his book and started to text google in cl... I want him to get caught already because this is the third time hes done this w/o getting caught and is getting better than everyone because of cheating and bragging about it.
