IP Address/Action you service provider would take?

Okay all you computer people out there I have a question for you! Say your kid was screwing around on the computer/on a discussion board, and they were banned, so they decided to open up new accounts to screw with the moderators. They can tell it the same IP address right? So if they decided to contact your service provider, what action would your services provider take?
