The speed and voltage of the processor automatically underclocks when you're either idle, or not doing anything intensive. It's just a power saver feature that's meant to prolong battery life, and keep heat down. Don't worry, the moment you load a program or run something, it instantly jumps to 2.13GHz, and stays at that speed until you're idle again. 1.4GHz is just the speed it runs at while idle and not doing anything. This is common with most ALL laptops.
